An estimated 18 percent of the voters in UP are Muslims.
The government has chosen strategically chosen Mewat to flag off the programme. A 20-year-old woman and her 14-year-old cousin were sexually assaulted by several men, allegedly by gaurakshaks for eating beef, while their uncle and aunt were beaten to death in their home in Mewat on August 24.
